European Accessibility ActEAA
EU Directive 2019/882 requiring key products and services — including e-commerce, banking, transport and communication services — to be accessible to persons with disabilities, applicable since 28 June 2025.
The European Accessibility Act (Directive (EU) 2019/882) harmonises accessibility requirements across the EU internal market. It covers products and services with the greatest impact on participation — computers and operating systems, payment and self-service terminals, e-books, e-commerce, consumer banking, electronic communications and elements of passenger transport. Member states transposed it into national law, and its obligations apply to products and services placed on the market or provided after 28 June 2025.
Conformity is presumed when a service meets the harmonised standard EN 301 549, which builds on WCAG. Two boundaries matter in practice: microenterprises providing services are exempt, and purely business-to-business services fall outside the consumer-facing scope. Public-sector websites are governed separately by the Web Accessibility Directive (EU) 2016/2102. In Germany the EAA is implemented by the Barrierefreiheitsstärkungsgesetz (BFSG).
For education and development organisations the EAA marks a broader shift: accessibility has moved from a specialist concern to a market-wide legal baseline, and institutions bound by it — governments, EU bodies, public agencies — increasingly carry its technical requirements into tenders and partnerships. Digital accessibility is thereby becoming part of inclusive-education delivery itself, alongside gender equality, disability and social inclusion (GESI) requirements in programme design.
