Terms of ReferenceToR
The document that defines the scope, objectives, deliverables, responsibilities and conditions of an assignment, and forms the basis of a tender or contract.
Terms of Reference (ToR) set out what a contractor is expected to deliver: the context and objectives of the assignment, the required services and outputs, the profile of experts, timelines, and the basis on which performance will be assessed. In development cooperation, the ToR is the central reference governing a procurement and the subsequent contract.
