Quality Assurance and Child Labor Prevention in Dual Education
Strategic enhancement and modernization of Egypt's dual education system through comprehensive revision of company participation requirements, development of future-oriented in-company training quality standards, implementation of robust child labor prevention mechanisms, and establishment of sustainable institutional frameworks that ensure systematic alignment between vocational education outputs and evolving industrial workforce demands in accordance with Egypt Vision 2030 and international best practices.
Egypt's Technical and Vocational Education and Training (TVET) transformation agenda, particularly the Egyptian Dual System (EDS), faced critical challenges in ensuring quality and relevance of workplace-based learning components. With over 170,000 students enrolled in dual programs across 900+ schools and partnerships with 8,000+ companies, the system required urgent modernization to address quality inconsistencies, inadequate company compliance with training standards, insufficient child protection mechanisms, and misalignment between practical training experiences and evolving industry 4.0 competency requirements. The intervention aligned with Egypt's National TVET Strategy 2018-2030 and the EU-Egypt Partnership Priorities supporting inclusive socio-economic development.
Systematically reform and enhance the quality assurance framework of Egypt's dual education system through comprehensive revision of company participation requirements, development of evidence-based assessment instruments defining processes and workflows, establishment of standardized methodologies for categorizing companies based on their capacity to provide future-oriented practical experiences, and implementation of robust child labor prevention and monitoring mechanisms that ensure safe, productive, and pedagogically sound workplace learning environments aligned with ILO conventions and international quality standards.
