Egypt's ambitious Technical Education Reform 2.0 initiative and Egypt Vision 2030 strategic framework recognize the critical importance of sustainable financing mechanisms for TVET institutions to achieve long-term educational quality and accessibility goals. The Egyptian TVET sector faces significant challenges including limited public funding allocation, underutilized institutional assets and infrastructure, weak linkages between educational institutions and private sector revenue opportunities, and insufficient diversification of funding sources beyond government budgets. Within the broader context of the Technical Support for the Comprehensive Technical Education Initiative (TCTI II) framework, commissioned by BMZ with potential EU co-financing, there exists substantial opportunity to optimize existing school assets and develop innovative income-generating activities that can provide systemic revenue streams while maintaining educational quality and institutional mission alignment.
Systematically explore and analyze innovative financing mechanisms for Egyptian TVET institutions through comprehensive international comparative research, focusing on optimizing underutilized school assets to generate sustainable revenue streams that support institutional development and educational quality enhancement within the framework of Technical Education Reform 2.0 and Egypt Vision 2030 alignment.
Specific Objectives:
- 1Conduct comprehensive desk research identifying and analyzing 5-8 international models of TVET school-administered income generating activities across diverse global contexts
- 2Execute systematic key informant interviews with practitioners from identified international models to gather in-depth implementation insights, challenges, and success factors
- 3Synthesize research findings and practitioner experiences to extract actionable lessons learned and best practices applicable to Egyptian TVET context

Key Activities
- Conduct extensive literature review of global TVET school-run income generating activities across 5-8 international contexts

- Collaborate with GIZ team to establish selection criteria aligned with Egyptian TVET context and institutional capacity
- Develop comprehensive comparative analysis framework examining success factors, challenges, and sustainability indicators

- Design and develop structured interview guides tailored to practitioner experience documentation and insight extraction
- Identify and secure interviews with key practitioners from at least 5 international TVET financing model implementations

- Transcribe and analyze qualitative interview data to extract actionable insights and contextual implementation factors
