Project Overview

Comprehensive dual TVET programme development contracted by GIZ and KfW, with Indeson collaborating with PEM Consult to systematically modernize Georgia's ICT sector training through consultation with enterprises, VET institutions, and stakeholders for dual TVET curricula design within the NQF framework, comparative analysis of Georgian and German National Qualification Systems, development of ICT teacher training programmes and capacity-building for in-company instructors, launch of accreditation processes with TVET Quality Assurance Framework, and piloting of Workplace Instructor Training courses with focus on project-based, sustainable, and action-oriented teaching approaches that embed digital skills for green transition and align with European competency standards.

Context

Georgia's strategic positioning as a regional ICT hub and its European integration aspirations required comprehensive modernization of technical education to meet growing demand for skilled ICT professionals. The country faced challenges including limited industry-education partnerships, outdated ICT training methodologies, insufficient alignment between VET outputs and private sector requirements, and weak quality assurance mechanisms. The introduction of dual TVET approaches offered opportunities to bridge these gaps by combining theoretical learning with practical workplace experience, while systematic comparison with German best practices could inform effective adaptation to Georgian context.

Strategic Objective

Systematically develop and implement dual TVET programmes in Georgia's ICT sector through comprehensive consultation with enterprises, VET institutions, and stakeholders to design dual TVET curricula within the National Qualifications Framework, comparative analysis of Georgian and German National Qualification Systems for effective adaptation and finalisation of ICT training regulations, design and delivery of ICT teacher training programmes and capacity-building for in-company instructors and VET examiners, launch of accreditation processes with TVET Quality Assurance Framework, and development and piloting of Workplace Instructor Training courses with focus on project-based, sustainable, and action-oriented teaching approaches that integrate green digital practices and European competency standards.
