Comprehensive TVET workforce planning and development framework

Project Overview

Developed a comprehensive National TVET Blueprint integrating Global Gateway's high-standard investment approach to systematically address priority sector skills gaps, embed green and digital transition competencies, and ensure strategic alignment with Kenya's Vision 2030, the 2030 Agenda for Sustainable Development, and targeted achievement of SDG 4 (Quality Education) and SDG 8 (Decent Work and Economic Growth).

Context

Kenya's rapidly evolving economic landscape, characterized by technological advancement, demographic transitions, and sectoral diversification, necessitated a paradigmatic shift in TVET workforce planning. The country faced critical challenges including persistent skills-job mismatches, high youth unemployment rates exceeding 20%, and inadequate alignment between TVET outputs and priority economic sectors such as manufacturing, agriculture, ICT, and renewable energy. This context demanded evidence-based workforce planning mechanisms that could anticipate future skills requirements while addressing current capacity gaps.

Architect and operationalize a comprehensive National TVET Workforce Blueprint that serves as the foundational strategic instrument for evidence-based workforce planning, integrating forward-looking economic outlook analysis, priority sector skills mapping, green and digital transition competency requirements, and sustainable institutional mechanisms that ensure systematic alignment between TVET human resource development and Kenya's national economic transformation agenda.
