Project Overview

Multi-sector TVET transformation project partnering with GIZ and WINS to modernize Pakistan's technical education through national trainer upskilling across Energy, Agribusiness, Construction, and Water sectors. The initiative embeds green skills, digitalisation, and gender equality across NVQF Levels 5-7, conducting sector-specific Training Needs Analyses, developing enriched training packages with OBE and CBT&A principles, and delivering hybrid Training of Trainers to 100 master trainers while establishing sustainable institutional coaching systems aligned with NAVTTC's Strategic Reform Plan.

Context

Pakistan's TVET system faced critical challenges in meeting the demands of rapidly evolving labour markets, climate change adaptation, and the Fourth Industrial Revolution. The country required urgent modernization of trainer competencies, integration of green skills and digital technologies, and systematic alignment with international standards for sustainable development. Existing training programmes lacked adequate integration of renewable energy, precision agriculture, Building Information Modeling (BIM), and advanced water management technologies. The National Vocational Qualifications Framework (NVQF) Levels 5-7 required comprehensive enhancement to address skills gaps in priority sectors while ensuring gender balance, diversity considerations, and alignment with Pakistan's national TVET strategies and international development commitments.

Strategic Objective

Lead comprehensive modernization of Pakistan's TVET system through design and implementation of national trainer upskilling programme across four priority sectors (Energy, Agribusiness, Construction, and Water), embedding green skills, digitalisation, and gender equality across NVQF Levels 5-7, conducting sector-specific Training Needs Analyses to inform curriculum enrichment with advanced technical content, developing transparent Trainer Selection Criteria Framework, overseeing creation of enriched training packages based on OBE and CBT&A principles, delivering hybrid Training of Trainers to 100 master trainers, and establishing institutional coaching systems while producing policy recommendations aligned with NAVTTC's Strategic Reform Plan and international development frameworks.

Master Trainer Development and Hybrid Delivery
  • Delivery of hybrid Training of Trainers (ToT) programme to 100 master trainers across four sectors
  • Implementation of peer mentoring systems, industry exposure visits, and digital teaching methods including LMS and AR/VR-enhanced instruction
  • Validation of training packages through multi-stakeholder workshops with NAVTTC, TEVTAs, QABs, and industry representatives
Institutional Coaching and Policy Development
  • Establishment of sustainable institutional coaching systems to maintain and enhance trainer competencies
  • Development of sector-specific modules for integration into Green TVET Handbook and NVQF repositories
  • Production of policy recommendations for scaling aligned with NAVTTC's Strategic Reform Plan and international frameworks

Methodology

Competency-Based Training and Assessment (CBT&A) methodology integrating Outcome-Based Education (OBE) principles with international best practices and NVQF standards

Sector-specific Training Needs Analysis (TNA) approach utilizing evidence-based assessment and stakeholder consultation processes

Green skills integration framework embedding renewable energy, precision agriculture, sustainable construction, and water management competencies across all training modules

Hybrid Training of Trainers (ToT) delivery methodology incorporating peer mentoring, industry exposure visits, and digital teaching methods including LMS and AR/VR-enhanced instruction

Multi-stakeholder validation approach engaging NAVTTC, TEVTAs, Quality Assurance Bodies (QABs), and industry representatives in comprehensive curriculum development and assessment

Institutional coaching system establishment ensuring sustainable competence development and knowledge transfer mechanisms

Comprehensive national trainer upskilling programme successfully designed and implemented across Energy, Agribusiness, Construction, and Water sectors, with 100 master trainers equipped with advanced competencies in green skills, digitalisation, and gender-inclusive training delivery
