The Philippines faced critical challenges in modernizing its TVET system to address the demands of the Fourth Industrial Revolution (4IR) and sustainable development transitions. The country's rapid economic growth and technological advancement required urgent upgrading of training facilities, integration of advanced digital and green technologies, and comprehensive capacity building for trainers and researchers to deliver cutting-edge skills development. Existing TVET infrastructure lacked adequate equipment for 4IR skills training, limited research and development capabilities, and insufficient alignment between training programmes and emerging industry demands in digital transformation, sustainable technology, and green economy sectors.
Systematically modernize and innovate the Philippine Technical and Vocational Education and Training (TVET) system through comprehensive training facility upgrades with advanced equipment and R&D tools for 4IR skills delivery, design and implementation of capacity-building programmes for trainers and researchers in green and digital transition competencies, and development of comprehensive industry skill needs database integrated with financial investment strategies for MSMEs that ensure long-term sustainability, accessibility, and alignment with 2030 Agenda and SDG 4 objectives.
