Rehabilitation of Technical and Vocational Education and Training (TVET) in Somalia
Comprehensive TVET system rehabilitation and capacity building
Comprehensive TVET rehabilitation project implemented through GIZ partnership to systematically restore and modernize Somalia's technical and vocational education infrastructure, ensuring coherence and complementarity across local, regional, and national levels while aligning with national TVET strategies, designing teacher training modules integrating green priority sectors including agriculture and construction with energy transition skills, advancing equal partnerships with local institutions and private sector actors, and developing capacity-building programmes for NQF Level 5 and 6 qualifications that contribute to Global Gateway sustainable and green solutions objectives.
Somalia's prolonged conflict and institutional fragmentation had severely degraded the country's TVET infrastructure, creating urgent needs for comprehensive system rehabilitation. The post-conflict context required careful coordination across fragmented governance structures, integration of peace-building approaches with skills development, and alignment with emerging federal and regional institutional frameworks. Existing TVET capacity was minimal, with limited qualified trainers, outdated curricula, inadequate facilities, and weak linkages between education and private sector actors. The rehabilitation efforts needed to address immediate capacity gaps while building sustainable foundations for long-term TVET system development that could support economic recovery and social stability.
Systematically rehabilitate and modernize Somalia's Technical and Vocational Education and Training (TVET) system through comprehensive coordination ensuring coherence across local, regional, and national levels, design and delivery of teacher training modules integrating green priority sectors including agriculture and construction with energy transition skills and renewable energy curricula, advancement of equal partnerships with local institutions and private sector actors to strengthen ownership and sustainability, and development of capacity-building programmes for NQF Level 5 and 6 qualifications that contribute to Global Gateway sustainable and green solutions objectives while supporting post-conflict economic recovery and social stability.
