Context

Sudan's post-conflict economic reconstruction and social development agenda necessitated urgent reform of human capital recognition mechanisms, particularly for the large population whose skills were acquired through informal apprenticeships, traditional craft systems, and experiential learning during periods of limited formal education access. The existing RPL framework lacked systematic validation procedures, standardized assessment tools, and institutional capacity within the Sudanese Council for Vocational Training and Apprenticeship (SCVTA) to effectively bridge the skills recognition gap, thereby constraining labor market integration and economic productivity.
