IGAD (Intergovernmental Authority on Development) is the regional economic community of the Horn of Africa. In skills and migration policy it anchors two instruments that shape qualifications work across the region: the Djibouti Declaration on refugee education and the Protocol on Free Movement of Persons. Both depend on qualifications being comparable across borders — which is where the IGAD Regional Qualifications Framework (IGADQF) and national NQF referencing come in.
indeson worked with IGAD structures under the IGAD–GIZ SIMPI programme, supporting member states in aligning their National Qualifications Frameworks with the IGADQF and building the regional data systems that make skills portability for refugees, returnees, IDPs and host communities measurable.
