The regional qualifications framework of the IGAD member states, enabling cross-border comparability and recognition of skills and qualifications — including for refugees, returnees and displaced people.

The IGAD Regional Qualifications Framework is the reference framework against which IGAD member states align their National Qualifications Frameworks. Referencing a national framework to the IGADQF involves stage assessment, baseline analysis, qualification maps, level descriptors, and policies on Recognition of Prior Learning (RPL) and Credit Accumulation and Transfer — so that a qualification earned in one member state can be read and trusted in another.

Operationalising the framework takes more than referencing documents: governance guidelines, resource mobilisation, implementation handbooks, training for national authorities, and regional data systems that track recognition outcomes and gender-disaggregated skills portability. indeson supported this operationalisation across seven member states under the IGAD–GIZ SIMPI programme, in line with the Djibouti Declaration.
