ILO's 'Workforce 2030' models the skills fallout of the green and digital transitions

What happens to labour markets if the energy transition and universal broadband arrive at the same time? The ILO's report 'Workforce 2030: Skills for thriving in the green and digital transition' models exactly that — projecting employment under an energy-transition scenario, a near-universal-broadband scenario, and a combined green-and-digital scenario.

From those projections the study derives critical occupational and skills needs and evaluates which policy and training measures actually prepare workforces for the shift. Its central recommendation: green and digital skills strategies must be integrated, not run as parallel agendas.

For TVET planners and development-cooperation programmes, the scenario framing is the useful part — it turns 'transition readiness' from a slogan into a testable planning question.
