Strengthening the Resilience of the Education System in Azerbaijan
Level 5 competency-based qualifications, digital learning infrastructure and green-school approaches within Azerbaijan's National Qualifications Framework transformation
EU-funded assignment (implemented via EPRD) supporting the transformation of Azerbaijan's National Qualifications Framework. indeson introduced Level 5 competency-based qualifications with integrated digital pedagogy platforms, e-learning systems and digital assessment methods, and built teacher, assessor and manager capacity to apply them. Training packages embedded green skills, inclusive pedagogy and climate awareness; 'green school' approaches and gender-responsive teaching expanded women's access to technology-enabled vocational fields and strengthened employability through labour-market-oriented qualification pathways.
Azerbaijan's education system faced a double transition: qualifications had to move to competency-based designs anchored in the National Qualifications Framework, while teaching and assessment practice had to catch up with digital and green transformation objectives. Institutional resilience required teachers, assessors and managers able to work with modern instructional technologies — and vocational fields that women can actually access.
Strengthen the resilience of Azerbaijan's education system by introducing Level 5 competency-based qualifications within the National Qualifications Framework, backed by digital learning infrastructure, capacity building for educators, and sustainability-oriented reform.
