Industry Skills Identification for TVET in Pakistan
Occupational profiles, competency-based standards and qualification packages for Pakistan's Centres of Excellence
GIZ-commissioned assignment aligning Pakistan's TVET offer with labour-market demand. indeson identified occupational profiles in key technical fields — including energy, agribusiness, construction and water — and translated them into competency-based standards and modular curricula. Qualification packages enabled Centres of Excellence to design certified programmes with clear learning and employment pathways, while support to public institutions on modular, fee-based programmes contributed to long-term financial sustainability and expanded access for youth, migrants and displaced persons.
Pakistan's TVET reform — embedded in the national 'Skills for All' Strategy — depends on training that employers actually demand. In contexts of migration, displacement and economic transition, skills gaps persist where training offers are supply-driven: occupational profiles are outdated, standards are not competency-based, and public institutions lack sustainable programme models. The Centres of Excellence needed qualification packages they could turn into certified, demand-driven programmes.
